Implementation Support for Uttarakhand Water Supply Program for Peri-urban
Areas
Background
The
government of India has received a loan (8805 - In) from the International Bank
for Reconstruction and Development (IBRD), World Bank towards the cash of
Uttarakhand Water Supply Program for Peril-urban areas (Rural – Urban
Transition Zone). The present program worth USD 150 million (World Bank share
USD 120 million and GOUK share USD 30 million in the ratio of 80:20) will support
the Uttarakhand Water Supply Program for Peril- urban areas over six years (2018
- 2023). This funding will not only be spent on water supply services delivery
improvement but also policy formulation, enhancing planning capabilities and
monitoring and evaluation using the Program for Results (P for R), financing
instrument in which disbursements and linked to the achievement of pre-agreed
Disbursement Linked Indicators (DLI) under the program.
Program
objectives of Uttarakhand Water Supply Program (UWSP)
The development objective of the UWSP is to increase access to improved water
supply services in peri-urban areas in Uttarakhand. The Program interventions
would support improvements in efficiency and sustainability of water supply
services through metering, volumetric tariffs, NRW reduction, and improving
O&M cost recovery. Following are the key features for service delivery
improvements:
a.
Total
4.38 lakh population will be benefitted.
b.
87757
metered will be provided to the community of the targeted area.
c.
A
minimum 16-hour water supply meeting Government of India water quality
standards, supplied at a minimum pressure of 12m, for no less than 300 days in
a year.
d.
100
percent of customer metering and volumetric tariffs.
e.
Sustainable
water supply systems, which recover O&M costs through user charges with
transparent Government of Uttarakhand (GoUK) subsidies, if any.
f.
NRW
reduction for water distribution management along with water audits/leak
detection programs to enhance efficiency and reduce operating costs (including
energy use and climate change impact).
g.
Appropriate
service delivery models, including Public-Private Partnership (PPP) options for
accountable services.
Objective of the
assignment
The objective/s of
Citizen Engagement program is to assist the implementation agency engaged under
the program in successfully implementing the program in selected peri-urban
areas and strengthen institutional capacity for sustainable water service
delivery mechanism.
The focus attention of the program will be to
support and work in tandem with the implementing agencies for successful
implementation of the proposed water supply schemes in sustainable and cost the effective manner in 22 peri-urban areas selected under this phase of the
implementation, and creating a facilitating environment for full community
participation as envisaged in the implementation paradigm.
Besides above The following will also be
the objectives of the citizen engagement program:

Create awareness among the community concerning Program
issues which will maximize Program benefits and enhance sustainability through
improved community involvement.
·
Facilitate community involvement and participation in
all components of the project during planning and implementation.
·
Facilitate capacity building of different stakeholders
at ward /town level, as well as community and local groups regarding Program
components to ensure effective use and maintenance of the facilities provided.
·
Provide implementation support to Program Implementation
Units and SWSM in implementation of social and environmental safeguard related
issues.
Dissemination of IEC materials for implementing extensive media-based
strategies and other tools for facilitating discussions amongst beneficiaries.
