A - Report
Today on 15th February 2021, Dev Rishi Educational Society (DRES) started two days of orientation meet at Dehradun Campus of DRES. The orientation meeting is being held under the
"Citizen Engagement & Program Implementation Support for Uttarakhand Water Supply Program for Peri-Urban Areas". The participation on the first day was from PMC as well as from DRES representatives working for the World Bank Funded Water Supply Scheme. The main motives of the two days orientation meeting are-
1) To develop a proper knowledge of CMs about the ongoing project.
2) To develop better coordination between PMC representatives
and the DRES staff.
3) To improve the pre-existing working strategies.
4) To clear the doubts among the CMs as many of the
previous CMs has been replaced by new CMs.
The first day of the orientation meets started with a lamp lighting ceremony by DRES officials and PMC representatives. After the lamp lighting ceremony, the participant introduction process and everyone introduced them to all the present participants of the meet. An introduction speech was given by Mr.Nitin Jagtap, Project Director - DRES followed by the Citizen Engagement Program Team Leader Mr. Radhamohan.
The Team Leader of PMC, Mr. Vivek Sharma arrived and he
introduced himself and shared the role of PMC. Followed by a presentation given
by Ms Pallavi Joshi about the social safeguards and how we can make more
improvement in that, also how both PMC and DRES staff can coordinate for better
result. A general discussion between PMC representatives and the DRES officials
took place and in this discussion, many issues were discussed, the major of
them were-
1) GRM- PMC representatives focused
on the formation of GRC committee on the level of UJN and UJS so that the
grievances which could not be resolved at ground level GRCs. They said that
they will be coordinating with UJN and UJS and will form GRCs at their level.
2) Documentation- PMC gave
little advice about the documentation work and how to improve our documentation
work.
3) Sharing of Data (Reports) - PMC also asked DRES to share QPRs with them.
4) Improving General Awareness Program- PMC social expert Ms Pallavi Joshi made few points on how we can expand our general awareness program by doing more activities like puppet shows and street plays.
After this general one to one conversation took place
between PMC representatives and DRES officials. The orientation meeting for the
first day ended with a few tips given by CDS Dehradun about how to work
efficiently in the field.
(Day – 2)
2nd day of orientation started with the visit of Mr. V.K Sinha, the advisor of the UWSP and Mr. Sunil Tiwari. Mr. Sinha started one to one conversation with the entire COs and CDS' and gave his valuable inputs and suggestions. One of the major issues which were discussed with Mr. V.K Sinha by CO Mr. Rohit Joshi was about the connection charges, as the CDS Dehradun told that the contractor in Dehradun schemes charging the amount to the consumers, in response Mr.V.K Sinha said under this scheme they are not charging anything to the consumers. Also, the other issues which were discussed by other COs were
1) Negligence of contractor about PPEs
2) Not properly filling the trenches
3) And the tariff charges which is being asked by people
in every scheme.
4) Haridwar and the Tehri team talked about the low-level
groundwater pumping and how people are not showing interest to get a new water
connection.
On this topic, Mr V.K Sinha replied that we have to
convince those people by telling them about the difference in the quality of
water they are getting from pumps and the water they will get from this scheme
and how they can secure the health of their family members. After this Mr.V.K
Sinha gave his valuable definition and tips about the work and how to deal with
the issues faced by the COs and CDS'. Followed by a recap given by CO Mr. Rohit
Joshi about the discussion held on the first day of the orientation meeting
with PMC and Mr. Jayprakash Panwar told the staff about how to overcome the
ongoing issues and deal with them. He also talked about report formation and
what needed to be done.
Finally, CDS Mrs. Santoshi Dimri and Mr. K. S. Chauhan gave their valuable suggestions to the staff about how to work in the field and what should be our approach when we go into the field. The Orientation workshop ended with the Project Director's speech. Mr. Nitin Jagtap thanked and congratulated everyone for the best work is done by the DRES team.
